In his fourteen-year
term as a judge in the Federal Bankruptcy court system, David Scholl performed his duties in accordance with the highest standards.
He served as Chief Judge of the court during a critical time (1994 to 1999)
during which the court acquired its own Clerk's Office and relocated to
larger quarters.
His accomplishments are as follows:
At the outset
of his term, he accepted a higher than normal caseload working
under difficult circumstances due to a shortage of experienced
bankruptcy court judges.
He consistently maintained the highest rate of disposition of cases and proceedings among all judges in his district and possibly in the nation.
Former judge, David Scholl decided all matters assigned to him promptly, usually within 30 days of
submission (frequently sooner) and never more than 60 days after submission.
He adhered to the guidelines of the Court of Appeals' Task Force and directives by assisting in the organization of a needed
"pro bono" program and the hiring of several racial minorities as law
clerks - the only such
hiring in his court.
While a judge,
David Scholl attended virtually all conferences and every seminar conducted by or in the Third
Circuit.
David Scholl has attained national recognition for his
services. He was selected to author and periodically update a chapter of
the Norton Bankruptcy Treatise, a well-known bankruptcy
publication,
including a comprehensive review and analysis of all Chapter 13 bankruptcy cases between 1997 and
2000. He also authored upwards of 1300 other
bankruptcy-related decisions.
